Respected sir,

We, the members of Steel Plant Sadhana Samiti(SPSS), Kadapa district, Andhra Pradesh, would like to present a memorandum on the need to establish a Steel plant in Kadapa district, as it is the only hope for creation of employment for educated and uneducated youth of the region, which is a drought-prone area.

In the past 60 years, since the country attained Independence, the area, has not witnessed any industrialisation to provide employment to the youth and impetus to the economy of the region despite agriculture ceasing to be the source of livelihood. In the absence of sources of employment and livelihood, farm laborers started migrating to the far off towns in search of employment while the educated youth suffered joblessness. Very few youth with engineering background used to get jobs in far away cities like Hyderabad , Bengaluru and Chennai. Rest of the youth could be seen languishing with meager wages in local business establishments or traditional occupations, which are no longer remunerative.

Against this backdrop, the state government in 2006 thought of setting up of a steel plant near Proddatur and land had been acquired for the same. The then Hon. Chief minister YS Rajasekhar Reddy laid foundation stone for the plant. This had generated great hope in future as the steel plant thought to accommodate a lakh youth- skilled, semi skilled and manual laborers. The steel township that would emerge at the steel plant, it was thought, would boost up economy as the local trade and business need to cater to the needs of the people working in the steel plant. The idea of steel plant raised hopes not only among the educated youth but also among the locals such as cloth merchants, construction workers, hoteliers, milk vendors, vegetable hawkers, weavers, Kirana shop owners, movie theatres, auto and other transport operators as they would be serving the people working in the steel plant.

Though the Steel Plant project was shelved between 2007-2014, the assurance given in the AP Reorganization Act-2014 that the centre would examine the setting up of the plant soon, has rekindled the hopes of revival of the steel plant. However, despite the lapse of two year, there has been no progress in the setting up of the plant much to the disappointment of the thousands of students, youth as well as the local small-time business communities.

Pained at the lack progress, we, the students, youth and unemployed of the region, formed into Steel Plant Sadhan Samiti (SPSS) to represent the government on the immediacy to set up the steel plant as it is the only employment intensive project that could transform this most-backward region of the state by providing jobs and economic growth. Every household in the region is waiting for setting up of the plant with a bated breath because the plant will have the potential to raise the income levels of each and every family and to transform this drought prone area into a livable place. The Steel plant will have salutary effect on education, transportation, health, entertainment paving the path for over all development.

We know the state government has embarked upon a massive industrialization program to develop the state with a vision to make it one of the top three states in India by 2029. In view of the above mentioned grave concerns, we would urge upon the Honorable Chief Minister to initiate step to make Kadapa also become a proud partner in this massive program development. For this, we the people of the district strongly believe that steel plant alone has the potential to provide employment to youth, both educated and semiliterate. Steel plant alone can work as growth engine of development in this backward region.. Since the district has everything ready for the setting up of the plant, in the form of land, water, cheap labor, mineral resources etc, we urge the honorable chief minister to take steps to begin the works before the 2018. The district would be ever grateful for your leadership and vision.
